Compiled August 2026 from state statutes, the 2022 Connecticut State Building Code (full amendments PDF fetched and read), municipal websites, policy PDFs, and permit packets (5 parallel research agents; every claim below carries its source). THE MATRIX

Because the code is uniform, Tier 1 is a single statewide row that every town inherits; Tiers 2 and 3 grade only what each town has published ON TOP of the state baseline.

Tier 1: The statewide baseline (applies in all 169 towns)

Concurrent zoning application mandatory on every permit; no permit issues over delinquent property taxes or WPCA sewer fees (VERIFIED). Portal: Tyler EnerGov "Park City Portal."
Danbury (SSI + PE certs at closeout) Published final-inspection prerequisites include a "Final Statement of Special Inspections", concrete certifications, and "Retaining wall certification from the CT Licensed Structural Engineer" plus design professionals' "Statements of Professional Opinion" (closeout PDF fetched, VERIFIED). Seal/stamp handout (by the BO, 2024): officials may not accept plans unstamped by a licensed RA or PE outside CGS 20-298 exemptions (VERIFIED). All correspondence through the OpenGov portal, not email.
Greenwich (CASE forms posted; F-permit series) Posts CASE Form 101 + 102 on its own forms page (both fetched and read, VERIFIED). Foundation work gets a dedicated "F" permit series, and the published inspection-code list includes 110 Footing, 122 Rebar, 133/144 wall bracing line items (VERIFIED, town PDF). Permits filed in person (email only for reroof/residing/windows); inspections scheduled via City Squared. UP has certified work here.
Stamford (SSI regime + code-statement practice) FAQs reference "special inspection requirements for commercial and certain residential projects" and a TCO/PCO/CO closeout checklist covering "special inspections, professional opinions, material certifications" (both SNIPPET: the city site blocks fetches). In UP's own certified Stamford work the city took an engineer's Code Statement + Final SSI (internal precedent; the pipeline already generates both). Post-2022 context: the Feb 2022 Allure deck collapse brought a WJE peer review and a new Chief Building Official (Shawn Reed, Oct 2022) with a "proactive inspections" mandate (VERIFIED, news/WJE). Expect elevated scrutiny, in writing.
West Haven (SSI required with application) Building Permit Instructions require "Special Inspection statements as required by State Building Code, Section 1705" with the application, sealed plans "required by Connecticut General Statutes," two plan sets, and a tax-clearance certificate before issuance (all VERIFIED). All filings through the FastTrackGov portal since Jan 2026, including inspection scheduling (VERIFIED).

Tier 3: Statewide machinery only (town publishes nothing product-specific; call first)

Hamden * Has a dedicated Assistant Building Official for STRUCTURAL (Ed Diamond) (VERIFIED directory). 2018 required-inspections handout covers bearing-soil approval, footing forms/steel, and footing-drain + waterproofing pre-backfill, with an engineering-required trigger for bad bearing soil (VERIFIED). Basement Construction Guide quotes the third-party verification clause of the energy code (VERIFIED). Inspections by phone only.
Milford * Permit-process summary: permits for anything beyond "ordinary repairs"; "engineered drawings for certain structures"; Health Dept approval for digging on septic lots (piers/anchors); coastal V-Zone design certificates already accepted as design-professional certifications (all VERIFIED, legacy PDF + forms page). CitySquared portal.
New Haven Publishes the least of the corridor; city site blocks fetching (everything SNIPPET-grade). Electronic-only permitting (paper not accepted); portal reported as City Squared but one city page says Municity: confirm (CONFLICT). BO: Robert Dillon (appointed 2023, VERIFIED news). Standard footing/foundation-first inspection sequence (third-party guide).
North Haven * The branch's home town. Published residential inspection checklist: formed footing before pour; footing drains + waterproofing before backfill; slab; framing; final (VERIFIED town PDF): items (a)/(b) map directly onto UP's FND/WTR scopes. Permits page lists retaining walls as permit-required. Inspections Mon/Wed/Fri, scheduled by TELEPHONE ONLY, 24-48 hrs ahead (VERIFIED). CBO: Elio Floriano.
Norwalk * No public permit applications: the building inspector fills out the application with you, by appointment (VERIFIED PDF), so all acceptance policy is counter-negotiated. Published fence/wall handout: masonry walls >4 ft need a permit with a design drawing sealed by a CT RA or PE (VERIFIED); note the unstated 3-4 ft band vs. the state 3-ft permit trigger. Health sign-off "regardless of impact" on well/septic properties (VERIFIED).
Shelton Nothing published on 3P/SI (VERIFIED absence). Published inspection sequence: footing before pour, foundation, rough, insulation, final (VERIFIED). ViewPoint portal. UP has certified work here, so acceptance-in-practice exists; the standing policy is the phone-call question. BO: Joseph Ballaro.
Stratford ? Town site is JS-gated; nearly everything is SNIPPET-grade, and the building official's name is not published anywhere fetchable (VERIFIED absence after repeated attempts). ViewPoint/OpenGov portal resolves. Permits withheld when taxes owed (town code, SNIPPET). Longest gap list in the branch: call first.
Waterbury * Most manual office in the corridor: paper/fax permitting, no portal, inspections by phone with 24-hr minimum notice (VERIFIED). But the city's own application form has "Repair" work class, a "Foundation Only" permit type, and a "Retaining Wall - Residential >3'" work item (VERIFIED, form PDF): the only corridor town whose paperwork names foundation-only and >3-ft-wall work outright. Address conflict between dept page (185 South Main St) and the live form (236 Grand St): confirm.

Footnotes (Tier 1):

  1. CT (Add) R404.6/R404.6.1 (2022 CSBC): deep foundations on IRC-scope dwellings must comply with IBC 1810, and their special inspections "shall be performed in accordance with Sections 1705.7 through 1705.10": driven piles, cast-in-place elements, helical piles (model-IBC mapping INFERRED). An approved agency (which 1704.2.1 lets the engineer of record be) performs them, reports interim results to the building official and RDP, and files a final report. This is a statewide NAMED rule for exactly UP's pier scope. VERIFIED text.
  2. ANC/BRC/SUP/FND ride the general machinery: structural repair always needs a permit (R105.2 exemptions are non-structural only, VERIFIED); the SSI accompanies the application where 1705 work types apply (105.3 item 8); the EOR may be the approved agency (1704.2.1); and 104.4/110.4 give every building official standing authority to accept approved-agency/individual inspection reports. Whether a town ALSO sends its own inspector (SI is "in addition to" municipal inspections per 1704.2) is the per-town practice question.
  3. WTR: interior drainage/waterproofing has no exemption category (permit expected, INFERRED); footing-drain + waterproofing pre-backfill inspections are published town practice (North Haven, Hamden, VERIFIED). CT (Add) R405.3 bars connecting above-grade drainage to the foundation drains (VERIFIED): mind it in CrawlDrain/discharge design.
  4. ENC: no permit-exemption category covers encapsulation, but vapor-barrier-only installs arguably fall under the non-structural finish-work exemption; town practice varies and nothing is published anywhere in the branch. Ask when scheduling. INFERRED.
  5. RTW: permit trigger at >3 ft finished-grade-to-finished-grade or any surcharge statewide (VERIFIED, CT amendment; stricter than the model 4-ft rule). Guards required where the grade differential exceeds 4 ft with a walking surface within 2 ft (R404.4.1, VERIFIED). Closeout is a certificate of approval (111.6, VERIFIED). Danbury requires a PE certification at final (VERIFIED); Norwalk requires sealed design >4 ft (VERIFIED); Waterbury's form flags residential walls >3 ft (VERIFIED).
